I heard about this on the radio toady, hearing it's a great piece of television, but after I found it on youtube, I think it's a joke. Honest, it's like a scene from a poor movie.
Is anyone on that clip a proper real person?

I've just watched it again and I think it's fascist television. If it's real, it's the most sinister thing I've seen in a while.
